The enormous and highly-paid police force. The crimes they see. The crimes they do not see. Gambling, bingo, the `horse bourse.' Lawless methods of law enforcement. Juvenile delinquency.

It is much safer to be feared than loved, when, of the two, either must be dispensed with.... Nevertheless, a Prince ought to inspire fear in such a way that, if he does not win love, he avoids hatred, because he can endure very well being feared while he is not hated.


NORMAN THOMAS ONCE SAID in a radio address that the Hague organization has survived by `dispensing bread, circuses, and punishment' – relief, outings, and police. Mayor Hague would not put it in that way; he recognizes the necessity for his huge police force, but he states the reason on moral grounds: `Jersey City,' he said in a radio speech, `is the most moralest city in America.'
