The Boss

The 867 policemen in the Jersey City force are not the only ones engaged in keeping this community moral. Hudson County, of which Jersey City constitutes about half, has a sizable police force as well:

Patrick J. Dolan, chief $5,000
Joseph E. Neary, inspector 4,500
James F. Murray, captain 4,000
7 lieutenants 3,700 (each)
36 motorcycle patrolmen 2,800 (each)
2 patrolmen 2,800 (each)
Peter J. Devine, chief of county detectives 5,500
William J. Cherlock, captain 5,000
4 lieutenants 4,000 (each)
1 detective 3,500
12 county investigators 3,500 (each)

Hudson County is solidly urban, so that these officers all operate in areas that are already policed by the forces of the various municipalities. It would seem that this county force is unnecessary unless the central political organization needs for purposes of its own a body of police independent of the municipalities.

There is a central boulevard, eighteen miles long, which traverses the county, running through the principal cities. This street has another and a separate set of policemen, paid by the Hudson County Boulevard Commission:

James P. Shortal, inspector 4,500
10 lieutenants 3,700 (each)
69 patrolmen 2,800 (each)
24 patrolmen 2,400 (each)

Unnecessary as the county force appears to be, the 105 boulevard police are entirely superfluous, for the boulevard is not only under the jurisdiction of the municipal forces, but under the county force as well. The $193,000 per year that the boulevard police cost the taxpayers is entirely wasted unless it may be said that the force provides 105 well-paid jobs.
