Civil liberties and a political machine, such as that in Jersey City, are incompatible; sooner or later one or the other just give way. Liberty went first in Jersey City because the leadership of the organization was sufficiently astute to see at the two could not exist side by side and was sufficiently powerful to accomplish the suppression. If Jersey City formed a national unit, the re-establishment there of civil rights might be indefinitely postponed. It is possible, however to expect that at some time the same degree of freedom may prevail there as, by and large, exists in the United States, of which Jersey City is still a part. The experiences of the citizens of this community may serve as an illustration to people in other cities of what must occur under similar conditions of machine politics.
