Therefore it is necessary for him to have a mind ready to turn itself accordingly as the winds of fortune force it, yet not to diverge from the good if he can avoid doing so.


MAYOR HAGUE HAS NEVER WRITTEN a treatise setting forth the principles under which he has acted in maintaining himself in power through more than a score of years; should he ever set down his ideas fully and frankly his work should be of the greatest interest to students of American life and politics. In the absence of such a study his ideas may be inferred from his actions as well as noted in his speeches, interviews, and testimony.
