`In the Horseshoe I was born,' the 'Mayor said in one speech, `and in the Horseshoe I will die.' He is more likely, however, to die at Biscayne Bay, Florida, or at his estate at Deal unless he spends more time in Jersey City than he has done in recent years. All signs point to his retiring on his fortune to one of his country places where he will be secure during the inevitable collapse of Jersey City.

For, in truth, there is no sure way of holding other than by destroying, and whoever becomes master of a city accustomed to live in freedom and does not destroy it, may reckon on being destroyed by it.... Do what you will, and take what care you may, unless the inhabitants be scattered and dispersed, the old order of things will never cease to be remembered, but will at once be turned against you whenever misfortune overtakes you.
