The Boss
BRANCHING OUT: THE ORGANIZATION IN THE STATE GOVERNMENT

By David Dayton McKean
This Web version, edited by GET NJ, COPYRIGHT 2003

It has often been falsely alleged that some of the Hudson delegation have been unable to sign their names to the payroll, but since signing the payroll is one of the first political lessons learned in Hudson County, the story is prima facie incredible. The canard, however, may have arisen because many of the assemblymen never have anything to say during a session except `aye' or `no' as the roll is called. They are herded by Alexander Crawford, who was himself an assemblyman from 1922 to 1924; he is Hudson County auditor at four thousand dollars a year, but his duties, if any, in that position do not prevent his spending most of his time in Trenton when the legislature is in session. His official state position is clerk to the minority leader. Crawford is adviser on parliamentary tactics, the details of legislation, and political history. Mild-mannered and patient, he sits by the hour listening to the debates, checking the roll calls, and seeing that his charges do as they are told. Probably no man knows more legislative history, and talks less. He leaves the work of whip to the minority leader or to Louis N. Paladeau, judge of the Jersey City Third District Criminal Court.
