But it is down in Mayor Hague's own Horseshoe ward that the real majorities appear. Congressman Hart, the Democratic candidate, there received 4424 votes in 1938, his Republican opponent 94, a majority of forty-seven to one; the Democratic candidate for the Senate did not do quite so well: he received only thirty-eight to one. Hague and Harry Moore get around forty to one.

The organization gets out the vote almost as efficiently in an off year, that is, in a year when no president, senator, or governor is to be elected. Voting for a ticket of assemblymen and perhaps a surrogate or sheriff keeps the workers in practice and shows up any weaknesses in the machine. In 1935, an off year, the Democratic vote, for example, was 178,927, compared with 233,390 in 1936. Although the opposition has no chance, and although the size of the vote does no tmatter when no state-wide candidates are running, the organization still puts forth every effort.
