MANY PERSONS WHOSE IDENTITY cannot
here be revealed, men both inside and outside the Hague
organization, have assisted the author in the preparation of
this book. To them he extends his sincerest gratitude.
Among the many individuals to whom the author is indebted
perhaps the first is Mr. Ashley Carrick of Jersey City, who
read most of the manuscript and made many helpful suggestions and criticisms, and who permitted the use without restriction of an unpublished manuscript of his own. Mr.
William R. Clark of the Newark Evening News gave the
author much valuable background material. In the compilation and interpretation of financial data Mr. A. R. Everson
and Mr. F. B. Elwell of the New Jersey Taxpayers' Association and Mr. A. A. Burger of the New Jersey State Chamber
