The Boss

The thoughtful citizen who may be curious about daily life in a police state, where telephone lines are tapped and mails are tampered with, need not go abroad. He can observe an American city where `there are as many spies as there are in a Balkan kingdom,' where the police arrest persons on suspicion or on trumped-up charges, where citizens are searched, deported, or beaten at the whim of a policeman. Jersey City has the only mayor of any American city who has publicly advocated the establishment of concentration camps for citizens.

There is a sort of brown bolshevism about the Hague machine. Superficially intent upon the maintenance of orthodox economic relationships, especially with regard to labor, the regime has at the same time undertaken a most extravagant experiment in socialized medicine. Of all the places in the United States where public medicine might have been tried out, Jersey City, from the point of view of its advocates, must have been the worst. If it is to succeed in other places, however, the conditions at the Jersey City Medical Center should show specifically what must be guarded against elsewhere.

The brown bolshevism is apparent in another aspect. In a town of powerful industries, potent politicians, and poor people, the insiders who operate the political machine have enriched themselves at the expense of industries and citizens. The Mayor himself, who rose from the slums, now leads the life of a multimillionaire, traveling about the world and governing his domain by telephone.
