The Hague organization, notable in many respects, is unique in this: that, whereas in many an American city or state a predominantly majority party has come to control the minority, as Tammany controlled the Republican organization in New York City and Thompson the Democratic party in Illinois, only in New Jersey does a minority control the majority. The conditions which make possible this paradox of politics will be fully explained in these pages, but they are not unique to New Jersey; any organization that could establish itself as firmly in power in one populous section of any state as the Hague organization has done in Hudson County could, if it would use their methods, accomplish the same result.

The effect of a one-party system upon the division of powers which is carefully set up in American constitutions, and specifically required by the New Jersey constitution, may be examined in one state. The results, especially upon judiciary, may indicate what could be expected if any State, or if the United States, should come under the control of a single party with the political principles of the Hague organization.

The experience of Jersey City under the rule of Mayor Hague does have national importance. It is indeed a mirror in which other cities, and even the nation, may see what they may become.
